When running PHP from the command prompt the above infamous error appears.

So far I am trying to scan my laptop with a registry tool (Pareto PC Health Advisor - downloaded from [url] http://www.topregistrysolutions.com/dll.php?cd=dl1010 [/url]).

I downloaded PHP 5.2.13 from [url] http://www.php.net/downloads.php[/url] and it runs on Win XP / IIS 5.1.

The file was not found on the computer, is this a bug in the installer?

Error is displayed indicating that OCI.dll was not found. The problem was also noted to be displayed intermittently within a virtual machine that runs Windows Server 2008, when trying to load php from the command line, and, it is intermittent.

Any ideas?
